Another serial rapist is terrorizing Memphis.

All of the attacks happened in apartment complexes, with the latest one reported Sunday.  But police will not say why they have connected at least 10 attacks dating back to 2014.

Police say they do not have physical evidence connecting the crimes.  Does this mean they haven’t tested the victims’ rape kits?
